“Kingdom of Albania” overprinted 1q to 5f, S.G.248/258, distributed through the U.P.U. as Specimen stamps in normal mint condition without first being overprinted “SPECIMEN”. The receiving postal administration affixed the stamps to records in their archives and applied a “SPECIMEN” handstamp as a security measure, subsequently releasing them officially from the archives.
